Luxhill guides public safety agencies to modernize operations, build community trust, and lead with clarity, not complexity
Outdated technology creates blind spots. When your CAD system can’t talk to your RMS, when data lives in silos, and when officers are working around the tech instead of with it—response times suffer and risk grows
Complexity Overload
Modernization vendors promise the world but deliver confusion. With dozens of platforms, conflicting advice, and no clear starting point, even the most capable leaders feel paralyzed.
Increased Expectations
Communities expect transparency, speed, and accountability—but your budget hasn’t changed. You’re being asked to deliver 2026 service with 2010 infrastructure.
Why Luxhill
Why Public Safety Leaders Choose Luxhill
You've seen what happens when agencies bring in consultants who've never worn the uniform — or vendors who've never navigated a procurement cycle, a city council, or a critical incident at 2am.
The advice sounds right. The implementation falls apart.
Luxhill exists because that gap is real, and costly. Our foundation is the experience of having led from the front in law enforcement and from the inside at companies like Microsoft, shaping public safety technology strategy at scale with some of the largest agencies and technology partners in the industry.
That means when you bring us in, you're not educating your consultant on how your world works. You're working with someone who already knows where modernization efforts stall, which technology promises don't survive contact with the field, and how to navigate the people and politics that no vendor roadmap ever accounts for.
The mission is too important for anything less.
Ready to Transform Your Agency's Future?
Don't navigate the complexities of Digital Transformation alone. Engage with our consulting and delivery services to empower public safety agencies. With the right Training and a strategic approach, you can enhance your modernization efforts effectively.
Your agency shouldn't have to be anyone's proof of concept.
We help you cut through vendor noise, build a realistic technology roadmap, and manage implementation in a way that accounts for how your agency actually operates. The goal isn't transformation for its own sake — it's technology that works for your people on day one and holds up over time.
Strategic Consulting & Advisory
The hardest part of modernization is rarely the technology.
It's the budget conversation, the resistant stakeholder, the vendor who overpromises. We help public safety executives think through the strategic and organizational layers surrounding big decisions — so you go in clear-eyed, ask the right questions, and aren't left managing consequences someone else created.
Leadership Development
Time away from the field is one of your agency's most limited resources. Training has to earn it.
We design integrated training programs that develop leaders, strengthen officer resilience, build technology confidence, and sharpen practical skills without wasting time away from the job.
Each program stands on its own, and seamlessly adapts as your agency’s mission, environment, and priorities evolve.
Community Relations & Strategic Communications
Critics don't become supporters through press releases. They become supporters through consistent, credible presence long before anything goes wrong.
We help agencies build communication strategies that are honest, sustainable, and human — establishing the kind of community trust that holds when things get hard and gives leadership a foundation to stand on when they need it most.
Because the agencies that fare best in a crisis are rarely the ones who responded best. They're the ones who showed up consistently before it.

Most technology consultants have never made an arrest. Most cops have never advised a Fortune 500 company. Chad Wallace has done both.
With more than 18 years of sworn experience across two states — spanning patrol, investigations, supervision, and training, he brings a practitioner's perspective that few consultants can claim.
After his policing career, he led the security organization protecting Microsoft's Pacific Northwest headquarters region before moving into the company's Worldwide Public Safety and Justice Strategy practice, where he advised U.S. and global agencies on AI, cloud, and data-driven solutions.
Today he leads Luxhill Group, helping technology companies improve mission outcomes for public safety organizations and helping agencies strengthen leadership, modernize operations, and adopt technology responsibly.

Police Lieutenant, NW Washington
Some leadership instructors teach from textbooks. Ryan George teaches from eighteen years of doing the job, and the most rigorous leadership programs in American law enforcement.
Currently serving as a Lieutenant in the Criminal Investigation Division of a Northwest Washington Police Department, Ryan has built his career across patrol leadership, criminal investigations, SWAT operations and leadership, community engagement, and organizational leadership. He also brings a rare dual military background, having served in both the U.S. Army and U.S. Air Force.
His professional development credentials are among the most distinguished in the field. Ryan is a graduate of Police Leadership: The West Point Model, the California Police Chiefs Association Executive Leadership Institute at the Drucker School of Management, and the FBI National Academy — a program attended by less than one percent of law enforcement professionals nationwide. He holds a Master's degree in Public Safety from the University of Virginia.
At Luxhill Group, Ryan specializes in the development of first-line supervisors, middle management, and executive personnel — designing and delivering instruction that emphasizes trust, accountability, decision-making, teamwork, and professional standards. He brings the same rigor he experienced in the nation's premier leadership programs directly into the training room, helping agencies build leaders who perform when it matters most.

Most trainers can teach the classroom. Few have lived the scenarios they're teaching. Craig Shanks has spent more than 30 years doing both.
With commissioned law enforcement experience spanning municipal and county agencies — including long-term service with a Northwest Washington Police Department and a Southwest Florida Sheriff's Office — Craig built his career at the intersection of community policing, crisis response, and high-stakes tactical operations.
His 15+ years of SWAT experience include roles as assaulter, sniper, and Sniper Squad Leader within a multi-jurisdictional metropolitan team. He led operational planning, developed autonomous sniper and tactical programs, authored team SOPs, and mentored operators at every level — bringing the same standard of excellence to the training room that he demanded in the field.
As a certified trainer and former department Training Coordinator, Craig has designed and delivered instruction in firearms, patrol tactics, use-of-force decision-making, reality-based training, and active shooter response for audiences ranging from patrol officers to command staff. His credentials span state and national certifications across firearms, patrol rifle, sniper instruction, scenario-based training, and field training.
At Luxhill Group, Craig serves as a Senior Advisor and Instructor — consulting with agencies on training program design, tactical standards, and operational readiness, while bringing his curriculum expertise and real-world experience directly into the classroom.
